Manage Rules – How to enable Permissions
To manage Rules functionality in Unity Web, users must have the corresponding permissions enabled for their assigned Role.
Follow the steps below to add Manage Rules permissions for a Role:

Log in to Unity

From the Navigation Panel on the left-hand side, click the Settings module

Select the Roles tab from the top

To add Rules permissions to an existing Role, from the All roles list select the desired Role name

Or to add a new Role click the + button

From the Permission section, within the Settings section add a tick next to Manage rules

Click the Save button
Important Note: Once a Role has permissions, you can assign it to users from the People tab within the Settings module.
